Looks to be approximately 30% of it's original size at 15mm and 2.5g.

Any help with an ID would be greatly appreciated.

It may be a fractional rupee. Weight indicates that this is a possibility.
The flans were thick enough to make clipping difficult, but not impossible. To confirm either way, have a close look at the edge under high power magnification, to determine if the edge has been tampered with.
Quite often. lots of the legend can be missing when undersized blanks are used.

Searching the Zeno database, I see that this is not an Indian coin, and not clipped. This is a half qiran of Qajar (Iran), Nasir al-din Shah, possibly Tabriz mint, similar to these
