What grade? I don't see full steps but the 1938 reverse is known for the "wavy" steps.
Let me know if the pictures provided are sufficient.

The "S" does not have a serif which is one indicator that it has a 1938 reverse.

Here is another reverse picture.
I kept the light low in the previous picture so details were not washed out.

I would agree it looks MS...go for MS-63.

This it is 1939 die. No wavy stairs here. Hard to me to grad this if I do not see in the hand. I do not like to go to large in approximations.
