Pretty hard to see details, your images are out of focus but it appears to be in a VLDS , a mushy and flattened looking devices result of a worn die.

Incuse marks on the bust, would be damage to the coin, not a mint error. The coin was struck normal, the accident happened on the freeway after the coin was struck.
