As expert in note detections, I can say: what you share it is the marker of the printer and the period. Each note has theirs anti-copy, the printer and the period. This start in 1940's (somewhere their) has 4 or 5, and only one or two will match the original. Hope help you.
The article you put I know, it is a good base of what it is. On the MED site if you can have the pass. you will find much more elaborate and solutions.
PS. Our coins here it is normal, with this funny design and some stain due to preservation.
