received a 2004 Texas State Quarter that is missing almost all of the clad on the reverse side, and a couple spots on the front.

not sure if its just beat up? I've never seen one with this much copper

Looks more like Environmental Toning of some sort.
If it was missing the clad, it would be weaker struck
and a solid copper colour, not mottled like your coin.

I agree that is has been exposed to something that caused the color versus missing a layer.
