Can anyone give an opinion on whether this is a minting error or post-minting damage?

It is PMD.
There is no way for that to happen when the coin was being struck.
Also there is no such thing as a Post-minting error,
it is either an error or Post Minting Damage.

Okay, yes I updated the post due to the previous phrasing. The point was to find out if it was minting error or not...lol

Post Mint Damage and . Here is some further reading you can do about clips to look for in the future, if you see a clip but without the other parts of the coin looking damaged it might be from the mint. https://coins.thefuntimesguide.com/...error-coins/
