2015 P Roosevelt Dime Strike Issues

First time for me! Found this dime with obvious issues with the strike. I think this is a mint issue. The center of this coin is ok but the edges appear faint (but not the rim) so I am guessing it was an issue like collar or struck through. You can barely make out the date or the mint mark and it is really easy to see the issue on the reverse (note the full bands on the torch). Let me know what you think the problem was and regards.
