Honestly the pic is a bit too blurry to tell what you are looking at.
I can say that cents from all three mints in 1948 produced coins with class VI master die doubling in the areas that you point out.
I don't know your experience at attributing doubled dies but class VI doubling can be difficult for beginners to even notice. Sharper pics could help us help you.

Agree with the above--hoping to see sharper, closer-in images.

Im a novice and easily fooled by these double dies. Even with a Tomlov coin scope its hard for me but I'm getting better. Maybe I need to learn more about the mint process? I hear it helps tremendously. Ill take the above mentioned info and edit with better pics. Thanks everyone

Great new pics and the class VI doubling is there but I don't see any other. Since this doubling is so prevalent, there is no premium associated with it.

Thank you Stoneman!!! Validation was much needed. I was beginning to become discouraged, but this gives me motivation to keep searching. I'm gonna look through all my wheats and more modern coins for different varieties and errors.

Question..... is this a rare coin?

When a coin has master die doubling, this means the doubled master die produced many if not all of the working dies that were used while the master die was in play.
I'm not sure if all the cent produced in 1948 were from this die but is a common thing to see.
This is not a rare coin but a good example to learn from.
