While it is unusual on a coin this late, on many earlier European coins, the only indication of which country a coin "belongs to" is the coat of arms or ruler's monogram. In this case, the Spanish coat of arms can be clearly seen on the shield being held by the lion. At least, it would have been clearly seen if it hadn't been worn away.
