I am not sure if there is a Doubled Die for that cent or not. But if you are looking for a Doubled Die LMC that shows doubling on the Memorial, you should take a look at the 1983 cent.

You might be looking at what I saw in one of my threads re the corners of the Memorial make it look like it is falling down (is how I referred to it). In my case anyway, it turned out to be something called Split Plating. I knew it happened at the tops of the devices around the rim, but I had no idea it could happen around the Memorial too.

As for the crack on the steps, I am pretty sure it is circulation damage / PMD as I have learned if the marks are incuse they are scratches from PMD, but if they stick out then they are die cracks I think.

1. Could be a bit of grease on some areas on your coin, where the normal design is weak. (grease in the die, will prevent the strike of a dies designs)
2. Note the roof inside of the building, on the left side is showing weakness there also. But that area is were a clash could of happened in the past on this die and was polished off on that area, or it could be more of a grease issue?

So either part of a die event, or part of a striking event. Either way not a premium for this coin. Hub doubling on a coin will be raised an not incuse on a coin. The area on the left side of the roof is not raised, but reduced. So that is not hub doubling. (not an area that I've noticed for hub doubling)
