Correct, It is neither one.
Just a cent with damage and zinc rot.
Might also be an early stage Dryer Coin but
the photo is too out of focus to say for sure.

When you see gray, then you know the plating was removed post strike damage. (Post strike coins are Damaged coins and just a face value coin, a cull coin)
