Note the areas you are looking at is on the outside/inside areas on the coin. These areas are where die wear and Machine Doubling happens. So they are Machine Doubling on the images you posted so far. Do you know where the DDO is located on the Quarters? Look at the sites and see where they are found and what areas are affected. I think so the planchet slip directional on strike. Is not doubling die or hub doubling. this happened when the diameter is minimal smaller. All the Pres face must show this. The reverse strike will confirm this on the adjacent other contra part of the coin with the ear. Slip strike planchet is considered part of the tolerance in mint processes.
