So this nickel has doubling on the date and what looks like some doubling on the observe as well. What do you guys think?

Agreed, just Machine Doubling. Still looks to be a nice AU58 example IMO.

What about the two tone coloration on the observe?

Looks like natural toning to me. Could have a slight inconsistency in the alloy mixture, causing portions to tone differently. Areas with less copper content will tone less like the lighter area. Fairly common to see in Buffalo nickels. Even more common in Wheat cents (the term "woody" is used for those).

Here's my 23-S registry example that has some streaks due to the same issue, but more pronounced. They can be more extreme than this one even.
