Looks like natural toning to me. Could have a slight inconsistency in the alloy mixture, causing portions to tone differently. Areas with less copper content will tone less like the lighter area. Fairly common to see in Buffalo nickels. Even more common in Wheat cents (the term "woody" is used for those).
