I would figure this is something other than a D mostly polished off. The eyes can play tricks on you.

I'm assuming you are thinking this is an Over Date (O D)? Over dates ended in 1908. The design is all transferred to the die on a hub to the die. (Except the mintmark back then) So it it were a hub issue, then all the devices would show up on the whole design (excluding the mintmark) So I feel what you are seeing is a fading die scratch under the '4'. But note the size of the mintmark and the area in question are not the same size. So I'm feeling this is not a RPM.
Note there are no RPMs looking that that on the V.V listings:

Coppercoins has nothing like that listed on their site as well.
Wexler doesn have a listing like that either:

While these look interesting, I feel they are die events on that die. If it were something on the date, we would expect to see it on all the digits if it were a die issue. Again the mintmark is added onto the die after the hub process happened, so they would not be related. Possible die field surface alteration. But not a variety variety coin as all the other coins struck before you could would have been noticed. This hasn't happened. So some die event may have altered the fields. (Die scratches would probably be the only thing I can think of that could affect that area of the design)

Coop I was thinking like a horizontal D. Or almost horizontal. I knew you would be able to tell me if it were just a die event. Would you believe That I actually had that thought. I have been listening and learning. If one looks hard enough, they can start to imagine things that are not there. I conjured up an image of the lower serif of a D. I searched CC and VV before I posted and did not see anything, but you never know?

Well I didn't guess. I also looked at the other resources to make sure I hadn't missed anything as well. So we both checked for that. (we did our homework first)
