i think there is too much glare causing quite a bit of shadowing so its difficult to see the surface preservation accurately which is required for higher end coins. looks like a scan which is not the best to assess by
if the color is correct its a pretty coin that will fair well in the eyes of the grader. cant tell if there is separation of the tie and lapel nor how well the hair is struck. what I can see there are a few very minor marks under the ear area and one on the cheekbone. the most marks are on the shoulder. the rims look pretty clean and the reverse is primo with a great strike and toning. there is just too much shadowing to see any small marks typically seen on some of the letters. maybe a tiny mark of the O of OF and one on the O of ONE.
without better photos I think the coin is minimum MS66+RB and the color if accurate will bump it to a 67. I think its one of the prettiest coins you have posted.
whats interesting is that PCGS is not showing any value for 60D LD in RB only in RD. in any case the coin would need to pull a 67 to justify slabbing
