I thought weakness on the rim makes it a die adjustment strike
That is not weakness on the rim, there is no rim at all.
You can't have a coin with the rim only on one side.
When a blank goes through the upsetting mill, it forms
a small rim on both sides which is not removed even with
a weak strike. When you only see the rim on one side, then
you know that it has been removed after the coin was struck.
