These are US Mint manufactured medals for the US Treasury. These medals were designed and struck by the US Mint. No enacted federal law was required to authorize the US Mint to manufacture these specific medals. Why? The US Mint operated with an internal mandated function to "Manufacture Special Medals for US Government Agencies". The following medals Meritorious Service Awards were designed by John Ray Sinnock (8th Chief Engraver of the US Mint and designer of the Roosevelt dime, Franklin half dollar, and numerous other U.S. Mint items) and Adam Pietz (designer of the Iowa Centennial half dollar and numerous other U.S. Mint items). Both of their hallmarks can be seen on the obverse at the bottom left and right of the stairs.
The Department of the Treasury first awarded these medals in 1949 and continues today.
