Nickels are not struck in "layers" but from a solid alloy of copper and nickel.

Looks like it has either been sandblasted or dipped in acid. The America is where they held on to the coin when they did this. America is the surface of the original coin. The surface on rest of the coin has been sandblasted or ate away by acid. I'm leaning towards acid, just enough of a dip to eat away the top surface.

Two options guys
A) upload better pics.
B)you guys need glasses
Sandblasted? America is the original surface of the coin, acid, whatelse? Would not be the opositive if this coin was sandblasted cujohn cause if you take a good look AMERICA is less high ( uneven)then the rest of the coin
Acid ? Just look at the letters or date please.

Acid etched as others have said. It cannot be a striking error as tons of pressure would not leave a grainy surface. And it's not a die issue. The hubbing process wouldn't produce that finish on a working die and it isn't die erosion. Dies are designed so that the metal flows into the central designs and outward towards the rim, not like this. Finally, you can see some minor rim damage by AMERICA where it was clamped.

If you disagree, then how would you propose it occurred during the minting process?

You have the coin in hand, I don't. Something has eaten away most of the surface of this coin. I think it was acid, along with everybody else that has responded to this thread. We see a lot of these here. If you think we are wrong, that's your choice. Send it in to one of the grading companies.
