I picked this Lincoln Cent out of some pocket change and I noticed that it had this weird kind of error on the obverse and I was hoping that anyone here knew what this is?

Not an error. Zinc pox, or rot. Sometimes called orange peel. It's the zinc core rotting from the inside. It will get so bad that the copper plating will split and destroy the coin.

Not orange peel,that is something else. Your coin is suffering from plating issue where debris gets trapped between the copper plating and the zinc core. Sometimes it produces trapped gas and sometimes a hard bubble when it is trapped zinc dust.Not an error.
It is also a very minor MAD.
