That coin should be made of chrome-plated steel. That coin clearly is not made of chrome-plated steel. It appears to be made of something much softer, like lead.
It therefore must be a counterfeit. Presumably a circulating counterfeit, since no coin collector is going to be fooled by it and 1952 5 cent coins aren't all that rare to start with.
