It has been plated gold after it left the mint by a third party
as a " souvenir" item.
There are countless other coins out there that have been plated for various reasons.
There is no numismatic value to them.

You can see the normal colors on the edge of the coin when you remove the plating on the reeds.
1999-Gold-Connecticut-Quarter
HSN was the ones selling these to the 'Rubes" during the hay day of the States Quarters Hoopla. People were buying all kinds of altered coins to put away for their grand children. Later these were spent and the "rubes" found out they are worthless. So now you see them spent. Worth face value.

As others have said, it was plated as a novelty item after it left the mint and is not an error. If you like it, go ahead and save it. Coins like this can be interesting even if they don't have any added value. Keep what you like and continue learning.
