I'm not sure what you call it, maybe an off center strike, but is this an error in the strike of the reverse, or did it occur post strike? Thanks.

I think it's just Post Mint Damage or PMD. The coin has been flattened and pressed into a washer or some other kind of metal with a round opening in the center. Can you measure the coin? It looks as if it will be wider than the 19.05 mm diameter that it was intended to be.

Agree with not an error. There is nothing in the minting process that would cause that.
