I'm not sure what you call it, maybe an off center strike, but is this an error in the strike of the reverse, or did it occur post strike? Thanks.

I think it's just Post Mint Damage or PMD. The coin has been flattened and pressed into a washer or some other kind of metal with a round opening in the center.

Can you measure the coin? It looks as if it will be wider than the 19.05 mm diameter that it was intended to be.

Yes, it measures 20 mm.

Agree with not an error.
There is nothing in the minting process that would cause that.

Same for me, Coinfrog! I can see that being fairly easy to do using a hydraulic press. I may have to try that myself, purely as a scientific experiment! While I don't have a press, my brother does. I definitely won't try it with an IHC, however!
