They are not considered low serial numbers.
You need at least five zeros at the front (999 or under)
to be considered a low number.
No extra value for either.

Welcome to CCF.
As JimmyD mentioned, they're really not considered low, except on planet ebay. Both notes may have some value above face, especially the 1963A $20 Minneapolis replacement note. The amount depends on its condition. It's difficult to tell the condition by your photo.
