This penny is part of a 1971 set. I'm wondering if anyone has seen this before. Is it just toning? I can feel an edge with my fingernail where the green meets the copper.

I think the coin was exposed to moisture. The green is copper tarnishing.

This is a coin in a 1971 proof set that had a red PVC holder for the coins. The PVC reacted with the edges of the coin. The obverse is likely also a mess. This is a common problem in early 70s proof sets.

This link has a similar set.
