1968 Washington Quarter Possible Double Die?

I was looking through a container of quarters and noticed this one. I can usually tell if there's a machine error versus some other doubling when it comes to Lincoln cents, but I'm not very good at doing this with a quarter. I know my photos aren't the greatest, but your opinions are appreciated.

I think I was focusing on the reath, the word "Quarter", but looking at it now it all may be machine error.

You have RDV-006 and if you refer to the letter Q in Quarter the doubling is there been part of the design. All RDV-oo6 has this small doubling.
