There are several different ways that a nickle can appear to be copper,, the most frequent is that the copper by chemical means has been chemically drawn from the coin.
since these coins are an alloy of copper and nickle they are mixed and not plated, I have heard of examples coming from the mint in this condition with the suspected cause being contaminated wash where in the nickles were washed in solution with copper contaminates.
