would like you opinions on his 1940 P Nickel for a Circulation Nickel. I'm surprised to see the steps at all for the age of the nickel and was wondering if you guys would consider this a full step or not. Thank you in advance!

not FS due to the hits on the steps intersecting them. Plus the bottom row is worn out to the right of that hit

at least 5 steps were not struck their full length, so not full step

1945 and earlier are not particularly rare in full step, the tough dates generally are in the 1960s and 1970s
