These coins are supposed to be made of silver - there's no plating for air bubbles to form underneath of. Yet "plating bubbles of some kind" does seem to be more likely than the only other possible explanation, which is simultaneous obverse and reverse die damage.

My first assumption would therefore be that it's a circulating counterfeit.
