This coin has some really nice cameo! there does look to be some small nicks on the rabbit but idk they look similar to die damage but probably damage. was thinking maybe PL65-66 UHC, yea there is some dust sorry, guessing yall can differentiate lol.

Looks like an escapee from a proof set, that found it's way into circulation.
Not a very rare occurrence.

Not a Proof , there are NO PROOF COINS
From Canada in 1967 . This coin has been removed
from a Black Specimen Set that contained the 20 Dollars
Gold Coin.
Rather typical for what emerges from those sets .
This has light marks , dings , scuffs as usually found .
Maybe SP64 Cameo in an ICCS holder , but no better!

ICCS would likely grade this SP64 to SP65 with either Heavy Cameo or Ultra Heavy Cameo. Nice coin but the cost of grading would likely outweigh the value of the coin.

I dont doubt you in any way but how can you tell that its SP and not PL?

The fullness of the strike and the rims. Looks like a SP strike to me. Strong cameos for the 5c are uncommon, but by no means rare.

Or, it came from the red case specimen set that had the 1967 silver confederate medallion in it.

The ones in the red cases that held the 100th Anniversary of Confederation Medallion tend to get really ugly as time passes.
Must have been a different composition to the black and red cases.
