Agree with the comments. As someone who buys a lot on ebay, I would avoid any seller who handles a coin in that fashion. Photography is key to coin sales on line, and these examples aren't it. Keep looking.

i would take paralyse's latest post advice on this coin. better safe then sorry. it is a key coin the value and could still be up to half of what a straight grading example would be should it be cleaned. maybe more

if you are really intent on this coin. I would suggest the following

1. ensure there is 100% refund available.
2. based on your comment about the seller let them know that you are interested but the photos are not acceptable and ask them to provide closer more in focus photos. if they are unwilling to provide better photos walk away

all we can do here is give you our best advice. the final decision is obviously yours

For some reason, the seller's photos on ebay look sharper than the OP's posted photos. Here are the seller's photos cropped. It looks AU details to me, cleaned (especially on the reverse). Just because a seller say a coin wasn't cleaned, doesn't mean it's true. Plus, this seller doesn't accept returns, which is always a red flag.

100% cleaned based on those photos, like Zurie said, the reverse tells the tale here
Obverse doesn't look as bad.

I have seen this before on coins stored in certain old albums (Meghrig, National, Wayte Raymond) where the reverse would not always tone up in the most attractive manner, becoming rather dull, and sometimes the reverse side of the coin would get a good shining up now and then.
