my first thought is that this is 1819 n-6. I'm about to run out the door, so ill take a closer look this evening. its not a star. I'm not sure what it is.

definitely 1819 n-6. the 10th star is high on the hair bun. the leaf tip is nearly centered under the second s in states.

regarding the 14th star - its not a die defect. its got to be some sort of post mint damage. my best guess is that something got stuck on the coin and then the coin sat in a corrosive environment. the thing stuck to the coin protected the copper under it and left the coin with a funny bump.
