That is not an error, it is damage. It was struck by something but after the coin was minted.

those letters are raised. those are not incused. J 1 what does that mean. the coin had a J on it and small space 1 by itself the 1 might be part of a date. what American coin might have a J on it.

The area looks like a post strike event happened on that area. Note the other areas of the design took damage also. Not a plus for the coin. Now a cull coin. Worth more than face as it is a 40% silver melt coin.

The New Jersey State Quarter and innovation dollar come to mind. I'm sure there are others in the myriad quarters issued in the last 20+ years.
