Not an error, just a die chip. People who don't know anything about errors or coins make them out to be a valuable "error" to sell to other people that don't know anything about errors or coins.
Looks like a die chip to me. I feel these were caused by a die clash and the chip developed from contact of the dies during the clash: Note the devices on that area of the mouth match up to small letters on the other die. Contact could make that area break off of the die. These are just die events. They will be on each coin struck by that die until it is retired. So they are a common die event. I feel there is no premium for these. But knowing what could cause this makes this interesting to new collectors. A you learn more, then you realize they are not a big thing.
