Never seen this sort of error / damage in a coin before, 3 gouge lines at the "base" of the coin but completely misses the text. How is this possible?

Hard to say exactly how it happened but I'm pretty sure it did not happen during
the striking of the coin. If the die was scratched or gouged,, the lines would be raised.
Unless someone can explain how it happened at the mint, then I would say
it is some sort of damage. PMD

And yet, the gouges seem to be underneath the design.

I agree Coinfrog, but it can only be an error off damage.
As you know, an error can only occur during the striking of the coin.
For those lines to appear they would have to be raised on the die.
As I cannot see how this could happen, the alternative is that it is
damage no matter how it could possibly occur.

Usually adjustment marks are straight parallel lines and would go over the design.
They would also show no signs of displaced metal as this coin does.
But even if they were adjustment marks, they would not be considered an error as they
would have been put on the planchet before the coin was struck.

Interesting question. I opened this pic in Photo and cropped & zoomed to 400%. The marks actually are in the design. That would make the PMD theory correct, IMHO.

Closeup pic at different angles, pretty sure the scratch doesn't touch the text / design.
