From the one "normal" photo (non-purple) to appears your dine has/ had environmental crud built up on it that someone tried to clean off. Better photos might tell us differently, but from what's presented, that's my thoughts.

Note the listed ones? Note the affected areas? Note they are on the fields, not on the mintmark itself. Even listed ones show some Machine Doubling. (003) The extra punches are not on the mintmark, but on the fields. (The OP's example is showing the distortion on the mintmark, when the RPMs are on the fields)
