Even if it was a floating roof, there is not much value in them.
It is a case of overpolishing the die and can occur on any year of Memorial cents.

This is not a Lincoln Wheat cent.
The anomaly observed on this specimen is caused by die polishing, a common occurrence during the minting process, not a mint error.
