I got this for 25 pence last week from the junk tray at my LCS:

It commemorates the Universal Exhibition held at Ghent (Gand in French) in Belgium in 1913. The reverse shows the main exhibition building and the obverse has portraits of King Albert and Queen Elizabeth of the Belgians. Like most pre-Euro Belgian coins, this medallion was issued in two versions, with the inscriptions in French and Flemish - this is the French version.
The exhibition included a new main train station, St Peter's, which is still in use. A large number of temporary structures were erected and other buildings around the city were smartened up and refurbished. The exhibition was not a financial success and was overshadowed by the outbreak of World War I the following year.
