Not an error, it is damage, possibly caused by a flame that blackened it
No matter what the cause, it did not happen during the striking of the coin..

I appreciate the welcome and I'm a beginner. To answer the question if it's raised yes it is. It's not blackened it's brown like a Lincoln Penny from the 70s and 80s. It's got a lot of resemblance of a Lincoln Penny. No offense but I don't think it was burnt. The pic don't do it justice. But thanks for all the help and glad to be a new member.

From our viewpoint, the dark area looks to be dark carbon as from a flame/heat. If it's copper colour, the clad layer could be exposed from wear or damage. Either way, this is not a mint error, just post mint damage. The overall grey colouring hints at a cleaned coin or perhaps just environmentally stained.

It doesn't really matter exactly what caused the damage,
sometimes unless you were there at the time you may never know.
The fact that it could not have happened during the striking
of the coin means it is not an error but PMD
