I know this coin has seen better days. but the damage almost appears to happen under the lettering. Thought it was interesting and wondering whether or not its PMD?

I can't see any obvious issues. Please point out exactly what you believe is damage.

That is not damage, that is a Ridge Ring which is caused by a deteriorating die.
Just part of the minting process.

Note a Ridge Ring. (Too early for the single squeeze die) but looks like something added a die scratch on fields? Not a die clash, just something damaged the dies on that area. (Clumsy die worker) A die event, not a die variety.
