Is The Distinctive Border On This Islamic Coin A Clue To An ID?

Found on the N. Persian Gulf. No weight or size, I'm afraid, only these photos - but the border is distinctive. I can't find anything like it anywhere on the databases I've searched. But I can't read Arabic so I don't know what additional clues there are there.
Any thoughts, anyone?

My guess is 16th/17th century but I can get no further than that.
