Are there any safe ways to brighten and remove dirt from the surface of a bill, without hurting the bill and its value?

Nope, any way of cleaning will decrease its value. I guess the only thing you can do is to get compressed air and blow it at the note and put it between books to flatten it. Otherwise, any washing, pressing, erasing, taping etc will lower its grade.

There is no acetone for bills!

Nope. Any kind of washing, pressing, trimming or other processing of notes is considered "bad", as such treatments tend to damage the note in the short or long term. Getting it wet, for instance, will encourage the spread of moulds, while bleach will degrade the paper and ink.

Mine always seem cleaner when they come out of my jeans pocket after washing and drying...

Just kidding, as stated above no known solution without degrading the bill.
