First, as stated above, the arm has a scar on it, most likely from being hit with the ridge (edge) of another coin.
Second, the damage is on the reverse (back) of the coin, not the obverse (front).
Value is exactly a quarter dollar (twenty-five cents).

Good question @james, but I agree this looks more like a circulation gouge than a strike through error.
