This is not an actual coin. It is a "jewellery imitation", made for using as an ornament. Often called "belly dancer coins" in the West, though that's just one possible use for them.
The design is very loosely based on coins struck in Algeria while under Ottoman rule. The Arabic is, however, somewhat garbled and is no longer properly readable.
