I have had this a while, no idea what it is, it was in a mixed bag I got.

One side looks like it has a 2 headed eagle, or at least a winged creature and the other looks like a wreath all around with hints of letters in the middle. I know this will be tough, but any help appreciated

Really tough to tell from the images provided. Try taking photos at an angle with light reflecting off of it. Light might reflect off of he raised detail a little better!
