Terrible looking coin. A leper. I would not have let it leave the mint that way. But you can't watch all 50 billion now can you.

This was one of the first years of the plated planchet cents. Later on they realized the zinc dust was not removed off of the coins. It was not an issue at first, then realized that some of the coins looked pretty bad. (like your coin) So they found out a rinse process would help remove the issue. (but still happens sometimes) The plating over the zinc dust is what you are seeing on your coin. So it is not a plus for the coin.
