@buc, with out additional images, it is a little hard to get context. However, this looks mostly like MD to me based on this one pic.

It is step like appearance indicates MD to me as well. Additionally it looks to be on both sides of hte letter shown - doubling will not show like that.

The 1974-S has only a Master Hub Doubling know at this time. If we think also that the Dies for those proof was done in Philadelphia, then we look at normal phil coins is no DDO or DDR for this year except same Master Hub Doubling MHR-001. Same apply to the Denver strike.
