1948 Mexico 5 Silver Pesos NGC MS-65 Grading Question

This coin has a obvious round indent in the L of LEY. I don't understand how it could get a straight grade instead of Details Damaged. If the coin is mint state what could have made the indent at the mint. It appears to me to be just PMD. What are others thoughts?

Also, TPG's always slab these Cuauhtemoc coins with the reverse in the front?

I don't see that flaw as a big deal, to be honest.

Coinfrog, That's why I asked for others thoughts. I have always thought that according to the Sheldon scale, which I also thought was what TPGs were using, a MS65 grade wouldn't allow that sort of ' flaw'. Maybe I'm just to picky. There is a lot about coin collecting I don't know. That's one of the biggest reasons I'm on this forum.

It may not be damage, but perhaps? a strike through error on the 'L' of 'LEY'.
I am not happy with the slab grading - there are three small but significant digs above the 'I' of 'MEXICANOS', other small scuffs and scratches as well.
Nice luster.
MS-64, or even a bit less.

Developing concentric die crack near the date area.

KM#465 shows National Arms as the obverse, Cuauhtemoc as the reverse.
