Really nice grade, probably 65 tops for me...
Can't be a proof; those were only minted by Philadelphia and issued in sets.

Also on the right wheat stalk, there looks to be a pre Cud die break going on...

Proofs weren't minted in San Francisco until 1968. I believe

Obverse looks MS-65RB but the reverse photo is washed out . Left wheat stalk has the appearance of being worn but I don't think it is . Try to get better photos of the reverse .

Like the die crack/pre-cud issue on the wheat stalk. Left wheat stalk does look 'soft'. Given the photos as posted, I'm thinking MS65 or 66.

always take coins out of holders when possible as they create shadows and skew the surfaces.

the coin could be as high as MS66, i'd like to see a better direct on photo of the obverse out of the holder as there looks like some smudging on the right field which would affect grade
