I found this 1933 D Wheat penny, it's in pretty rough shape, it appears to have something strange going on with the date. Would this be a mint error or PMD? Thank you so much for your help!

Yes, post-strike damage it seems--likely a hard circulation rub (localized lateral smoosh) on the date.
