It's possible; however, to me it appears to be somewhat 'road rash' in origin. Certainly post-strike damage.

Interesting pattern I thought note worthy. Some seedlike depressions there. Coins that make yoo go hmmmm. Overall, the rim has retained mint circumfrence

I don't think a vise, necessarily, but maybe the coin was placed on leather and then beat with something. One side stays clean and the other has had havoc played on it. It also been harshly cleaned.
